PD has a set % of getting notified for shots fired by civilians

As of now, PD does not get notified by any guns fired by civilians. From a police standpoint this is unfair, and adding this mechanic will boost the amount of RP that cops and crims get. Of course having PD get notifications on every single gunshot, anywhere on the map is completely unfair against crims. But a way to work around this would be to:
  • Add a X amount of gun shots needing to be fired for a notification to be sent out to PD. Say if someone is in the city, around 2-3 shots should notify PD, there can also be a chance for PD to get notified by only 1 shot, but with less of a chance than 3 shots. If they are in Sandy, Paleto, or Grapeseed, maybe 5-6 shots would be a good amount, same goes here only 1 or 2 shots has a chance to notify PD. If they are out in the wild, it can maybe be up towards 10-30 shots before PD gets notified, this can depend on how far away from civilization the shots are fired. And even if you shoot 3 or 5 shots in city, there could still be a chance PD does not get notified. This makes it so if someone is executed by a shot in the head, PD most likely won't come rushing in with big guns. And if there is a gang shootout then PD will be notified.
Some other suggestions surronding this matter:
  • When shots are fired the notification says the gun it was shot from. Like a shotgun, full auto rifle, etc. This could also be tweaked to not be too unfair against anyone by having a set chance that the report has it wrong, maybe a shot from a pistol was mistaken as a shotgun shot.
  • The amount of gun shots can also make the location more accurate. Say a red low opacity circle covers more of an area if there is only 3 shots, but more accurate when there is 8 shots.
  • Weapon attachments, and jams will also be a fun addition to roleplay.
  • I do not know how guns are registered when it hits the body but if it does the same amount of damage everywhere it should be changed to do more damage if the shot is in the head or upper torso it does more damage. Legs and arms gives less damage, but could make the person shot walk slower and not able to run if hit in the legs.
All in all i think these suggestions will make roleplay more fun and fair for every party involved.

This is a great idea to have. One thing to add to to ensure there's a fairness is in terms of the location these shot-spotters devices are around. This could be useful at high populated areas where server may not want to have so many shootings therefore by adding these shot-spotters at locations like Legion Square, Mission Row, Pillbox, City Hall, LSC, etc. may be good.

This could also be a way better alternative than establishing areas as No-Crime Zones. Essentially let there be crime, but make getting away with it a little less easy thereby organically discouraging players from shooting guns in high populated areas.
